It isn't possible to edit the access arrangement types in Arbor, or to add new ones. You can only select the access arrangement types approved by the JQC.
You can add a note into the Reason field, which you can then see if you hover over the access arrangement on the Students > Examinations > Candidates > Access Arrangements page.
This can also be viewed on exam registers if you enable this in your Centre setup.
