Inactive permissions are permissions that are currently not in use anymore on Arbor. Although they are still displayed in the permission section, you can ignore these.
Staff members cannot be assigned these permissions, and they do not give users the ability to take any actions. The actions that these permissions allow you to do are still possible by assigning other active permissions to staff.
