When recording a behaviour incident, you can choose whether to include victims or bystanders in the list of students involved.
If your policy is to create one incident per student, an incident will be created for anyone you add to the student list, and any behaviour workflows you set up for the behaviour type will also be logged for them.
To prevent this, you could choose not to add victims and bystanders to the student list, and add details of them into the Incident Summary.
You will need to decide at your school what your policy should be when recording students as victims and bystanders.
