This information is taken from section 7.2.20 of the DfE's School workforce census guide.
The DfE says that you should not record contracts with 0 in the hours field in the Salary section of staff contracts. "Hours for staff on zero hours contracts should reflect the hours they work in a typical week."
For staff on flexible ‘zero hours’ arrangements where the hours worked cannot be determined, what you should do depends on whether they are present in the school on census day.
- If they are present on census day, the staff should be recorded in the occasional teacher count.
- If they are not present on census day, they should be excluded from the census.
