Unfortunately, this is not possible. This is because there are too many data items in the background that won't be correct if a site is "converted".
For example, SEN statuses in England are different to ALN statuses in Wales, and these cannot be effectively mapped one-to-one, so a conversion of an English version of Arbor to Welsh would cause a whole host of data inconsistencies.
The only option when a site needs to be changed (e.g. from English to Welsh) is for you to request a new site of the correct type, and then manually re-enter data like you were setting up a school site from scratch. More on that process here: Before you get started - Manual Migrations
