Error 640 occurs when the total number of upheld and rejected infant appeals does not match the number of infant appeals heard. To resolve this, check the School Census and ensure that the sum of upheld and rejected appeals equals the total heard appeals.

Arbor Solution:
- Go to the School Census
- Click on Admission Appeals on the left
- Make sure that if you add the numbers for Upheld and Rejected that they add up to Heard appeals
