It is not possible to switch off the ability to send SMS completely on your site, so we recommend training your school on which communication methods your school is allowed to use.
To prevent staff from using the Mail Merge area to send out communications in bulk, you can make it so they are not permitted senders by following these instructions: Permitted Senders of Communications
However, even if someone is not a permitted sender, they may still be able to send communications in some areas of Arbor. For example, following up with guardians from the Absentees By Date or Quick Follow-Up page.
If any staff have sent communications where they shouldn't have, it's easy to check. For example, you can check what SMS was sent by going to School > Communications > All School Communications, then selecting Outbound SMS.
